The coordinator of the Citizen's Movement faction, Sandra Pámanes, stated that the property tax increase in Monterrey, ranging from 20% to 42%, is illegal and arbitrary. She mentioned that the city administration applied this increase as of January 1, 2026, without following the legal procedure. The Cadastral Law requires municipalities to submit a request to Congress for the approval of new cadastral values. This was not done for 2026, meaning the decree for that year is no longer valid. Pámanes believes that the authorities hoped citizens would not notice the illegal collection and urged them to challenge it. The Citizen's Movement faction has criticized Monterrey's mayor, Adrián de la Garza, for the tax hike.
