In Monterrey, Mayor García Manuel Guerra and other rural leaders with financial urgencies are joining forces. Another issue is that it is increasingly evident that Morena might vote for the Budget with the PRI-PAN Front, but later these parties will agree to contract debt with MC unilaterally, leaving Morena aside. Two weeks ago, the national leader of Morena, Luisa María Alcalde, arrived in Monterrey with the unequivocal instruction that the 4T at the state level had to increase its confrontation with Governor Samuel García and that this strategy had to translate into firm opposition to any debt inclusion in the 2026 Budget. The leader rushed into a political geography she doesn't know because the latest polls she saw concerned her fundamentally on two elements: the decline of Morena's acceptance as a brand at the state level, below 30% acceptance, and even more alarming, a presidential approval of 53%, one of the five lowest in the entire country. To this was added a political reading factor gaining strength in the National Palace: Nuevo León is the epicenter of the opposition assembly towards 2030. This option was valid until Tuesday night, and all kinds of messages were circulating between the PAN coordinator Juan Carlos De la Fuente and the Secretary of Government Miguel Flores. Not only because the shares of Samuel or Senator Luis Donaldo Colosio are at stake in their avatars, but because it is the center of gravity of MC at the national level, the party that the president understands more and more as the most unsettling opposition for the future. In any case, Luisa María rushed with the order not to sign the debt contraction and left Morena NL in a state of greater vulnerability. The first problem is that the mayors of the 4T need to contract debt for their public finances. But Luisa María, whose leadership is under observation, blew up that possibility and left her party with little room for maneuver. That communication does not please the PRI caucus, but there they recognize that voting with Morena is a problem because the tricolor municipalities obviously require the contracting of debt. There Andrés Mijes, mayor of Escobedo, is unavoidable, who does not have a close tune with the national leader but has become an undisputed figure in the polls heading towards 2027. In this way, there will be resources to distribute without considering the 4T. Another possibility is that the Budget ends up being agreed directly between MC, PRI, and PAN. For now, there would be no resolution on Wednesday. The best scenario for the 4T would have been that of 2025, that is, an agreement between all forces considering the debt contraction.
Political Crisis Over Budget in Nuevo León
A political crisis over the 2026 budget has intensified in Nuevo León. The national leader of Morena, Luisa María Alcalde, has ordered Governor Samuel García to escalate confrontation and prevent new debt inclusion in the budget. This move has put mayors from the 4T in a vulnerable position and angered other political forces like PRI and PAN, who also need funding through debt.
