The company Conduent refuses to change the "junk machines" for fare collection on Line 1 of the Urban Articulated Transport Network (RUTA), according to a complaint by Norma Layón Aarún, head of Toll Highways-Puebla (CCP). Layón stated that the concession contract has expired, and now the machines are the property of the state government, although in a non-functional state. Although Conduent is responsible for reloading the machines, it refuses to renew them, causing problems for users who cannot load bills in several of them. Additionally, Layón highlighted that the maintenance of this equipment is crucial to providing good service to users of the three RUTA lines. She acknowledged that both the machines and the RUTA units are in a deplorable state and cause pollution. The State Government subsidizes a significant portion of the fare cost, paying 12.50 pesos for each trip so that users only pay 7.50 pesos on lines 1, 2, and 3 of RUTA. Complaints about the poor condition of the machines mainly come from Line 1, which extends from Chachapa to Tlaxcalancingo. Despite the state subsidy, the quality of service is affected by the terrible condition of the equipment and the units.
