Puebla Mayor Announces 440 Million Pesos Loan to Accelerate Infrastructure Projects

The mayor of Puebla, José “Pepe” Chedraui Budib, announced that the Municipal Government will request a credit for 440 million pesos with the aim of advancing road infrastructure projects originally scheduled for the year 2027. In an interview with the media, the mayor detailed that this financing seeks to accelerate the benefits for the citizenry and strengthen the state goal of building five thousand streets in the capital, a project led by Governor Alejandro Armenta Mier. The mayor reported that, during his administration so far, 530 roadways have been rehabilitated, marking a contrast with the works carried out by the previous administration. “These are real streets, not little streets,” affirmed Chedraui, who also categorically dismissed the idea that this loan request has electoral purposes, reiterating that the purpose is purely operational and for urban benefit. Chedraui Budib specified that the requested amount strictly complies with the Financial Discipline Law, which allows municipalities to contract debt for up to 6% of their resources, which amount to 900 million pesos corresponding to property tax and cleaning services. To ensure the best financial conditions, the process will be carried out through a public tender among various Mexican banking institutions. If approval is obtained from the corresponding authorities, the funds would be available starting from June of this year. Payment scheme and response to criticisms Regarding questions about the capital's indebtedness, the municipal president assured that the administration will not inherit liabilities, as the credit will be paid in full before the end of the current triennium. He indicated that this money will be paid in July 2027 and will be with own resources and from the Fund for Contributions to Strengthening Municipalities and Territorial Demarcations (Fortamun). Source of payment: Own resources and freely available funds. Payment period: Will begin in January 2027 and conclude, at the latest, in July of the same year. Commitment: The mayor emphasized the intention to seek mechanisms to advance the total liquidation if finances allow. He recalled that the previous municipal government also requested a loan, but the PAN administration did not pay suppliers who carried out public works, leaving a financial hole of 547 million pesos that his government had to cover.
