
The Puebla Human Rights Commission (CDH Puebla) aims to seek support from state authorities to facilitate the transportation of relatives of inmates at the women's prison of Ciudad Serdán who lack the resources to cover transportation costs. In a press conference, head Rosa Isela Sánchez Soya reported that a 2024 Penitentiary Centers diagnostic has been carried out, which included a visit to the women's prison where 19 mothers were able to be with their children thanks to the support of the Mobility and Transport Secretariat (SMT).
"This allows us to synergize with the incoming governments. We will need to communicate with them, as we are collaborators in the field of Human Rights, and thus explore how they can support the transportation of the families of the inmates," said Sánchez. CDH Puebla seeks to resume this service with the new authorities to ensure the well-being of the relatives and collaborate in respecting human rights during the transport of persons deprived of liberty.
In 2024, the Mobility and Transport Secretariat (SMT) in conjunction with the state Public Security Secretariat implemented a transportation service from the Puebla Bus Terminal (CAPU) to facilitate the transfer of relatives of inmates from the women's prison of Ciudad Serdán, as well as the lawyers handling the inmates' legal cases. This service uses Urvan-type units costing between 90 and 120 pesos per trip.
This initiative was launched in response to a recommendation from the National Commission of Human Rights (CNDH) issued in 2019, which highlighted the lack of a penitentiary center exclusive for women in the state. CDH Puebla is committed to ensuring that such services continue and to monitoring to prevent acts of violence during transfers and to respect fundamental rights at all times.
