Puebla Initiative to Exempt Theft Victims from Towing Fees

An initiative was presented in the Puebla Congress to curb abuses in vehicle impound lots (corralones), with the aim of exempting victims of vehicle theft from paying for towing and storage once they prove ownership of their vehicles. Deputy Jaime Aurioles Barroeta informed that the proposal consists of reforming the Organic Law of the State Attorney General's Office (FGE) by adding a paragraph to Article 8. The modification seeks to establish that owners of stolen vehicles do not have to cover costs for salvage operations, towing, or custody in vehicle depots. The legislator detailed that during 2023, more than 3,800 vehicles were recovered in Puebla, which are currently held in FGE impound lots after being presumably linked to a crime. Among the depots with the highest number of units are those located in Serdán, San Miguel, Amozoc, and Sanctorum. Aurioles Barroeta pointed out that many of these lots are operated by private individuals, which has generated irregular practices. In this regard, he indicated that the State can assume greater control over these spaces to prevent abuses. In this same sense, he recalled that the state government has announced the construction of five impound lots administered by the State itself, which could help improve regulation and transparency in the service. The deputy warned that there are currently problems such as the lack of tariff publication, which causes uncertainty among citizens and, in some cases, improper charges or even extortion. Finally, he emphasized that people affected by the theft of their car face a complicated process from the complaint to the recovery of their vehicle, which he described as a true 'ordeal'.
