Decline in Human Rights Complaints in Querétaro

Complaints to the Human Rights Ombudsman of Querétaro have seen a decline of 40.39% between 2020 and 2024, reaching a total of 335 complaints registered in the last year, according to the report presented during the annual activity report to the local legislature. When comparing these figures with historical data from the organization, a downward trend in the complaints received is confirmed, with 333 complaints recorded in 2023, 445 in 2022, 439 in 2021, and 562 in 2020.

Among the authorities most frequently mentioned in complaints are the Attorney General's Office of the State, the State Commission of the Penitentiary System of Querétaro, and the Secretary of Citizen Security of the Executive Power of the State of Querétaro. Out of the total complaints reported, the Attorney General's Office accumulated 90 complaints, while the State Commission of the Penitentiary System and the Secretary of Citizen Security recorded 53 and 24 complaints respectively.

Javier Rascado Pérez, the Ombudsman, pointed out that the most recurrent complaints are related to the improper use of force by security agents and inadequate or delayed attention in the health sector. He also highlighted that in 2024, a total of 11 recommendations were issued, the highest number in the history of the Ombudsman, all of which have been accepted and mostly fulfilled.

Regarding actions taken in defense of human rights, 5,961 specific actions were carried out, including legal guidance, resolution agreements, supervision of public institutions, preventive precautionary measures, expert opinions, and assistance to victims. The Ombudsman offered more than 50,000 training sessions aimed at students, officials, and private companies to strengthen a culture of respect for human rights in Querétaro.

Rascado Pérez emphasized the importance of continuing to build bridges and strengthening dialogue in all sectors of society so that Querétaro can be an example of human dignity, although he noted that challenges still persist in the protection of human rights.
