President Claudia Sheinbaum confirmed on Wednesday that Grecia Quiroz, widow of Mayor Carlos Manzo, who was assassinated on November 1st after a public event, will be the new mayor of Uruapan, Michoacán (west).

“Today, Quiroz will take office at the State Congress, and we agreed to maintain communication to support the municipality of Uruapan within the framework of the general Michoacán Plan for Peace and Justice,” stated the head of state during her morning press conference.

The Mexican leader referred that she met with Quiroz, the mayor's brother, and his close collaborators, to whom she expressed her solidarity and listened to their demands for justice.

“Yesterday, I also received Carlos Manzo's wife, his brother, and a close team. We talked about specific issues concerning Michoacán and the strategies for security in the state, as well as the Michoacán Plan for Peace and Justice,” added Sheinbaum.

Earlier, Sheinbaum reported that her government is working in coordination with the governor of Michoacán, Alfredo Ramírez Bedoya, to advance the Plan for Peace and Justice following Manzo's murder.

“This morning in the security cabinet, Governor Alfredo Ramírez Bedoya was here. We will obviously work together,” she stated.

Sheinbaum detailed that she held a meeting with her entire cabinet to assign specific tasks and advance in the elaboration of the plan.

“Yesterday I had a meeting with the entire cabinet to be able to distribute tasks for this plan, and the different secretaries or general directors are going to carry out this consultation with different sectors of Michoacán society to be able to have a first draft this Friday afternoon and to present it by next week at the latest,” she explained.

The assassination of Manzo on November 1st after a Day of the Dead public event in Uruapan has generated strong indignation in Michoacán, where protests and clashes between protesters and police forces have been registered.

According to authorities, one of the alleged attackers was neutralized after the attack and two people were detained for their presumed participation in the crime.

On Sunday morning, the Mexican government assured that Manzo had federal and municipal protection since 2024, which was reinforced at the beginning of this 2025.

On Tuesday, the federal government announced the additional deployment of security forces and the creation of the Michoacán Plan for Peace and Justice, a comprehensive strategy that seeks to strengthen security, justice, and development in the region.

Authorities have identified that in Uruapan, a locality of more than 300,000 inhabitants, the Jalisco New Generation Cartel (CJNG), the Knights Templar, the Viagras, United Peoples, and the Whites of Troya operate.

Just this past October 8th, Manzo called the head of the SSPC and Sheinbaum not to withdraw the National Guard from the municipality, as the agents had been in the area for just a few days.
