In 2025, the Federal Expenditure Budget allocates 508,727.4 million pesos for substantive equality, according to an article published by the Center for Economic and Budgetary Research (CIEP). This amount represents a 9.6% increase compared to what was allocated in 2024, with 52.5% of these resources destined for pensions, including 252,370.7 million pesos for the Pension for the Well-Being of Older Adults (PBAM) and 14,700 million pesos for the Women's Well-Being Pension.
Although monetary transfers help reduce immediate economic gaps, they do not manage to transform certain deep-rooted inequalities, such as the burden of unpaid work or the limited participation of women in formal employment and education. Although Mexican regulations require the incorporation of a gender perspective in policies and the allocation of public resources, its application remains partial, lacking a comprehensive approach throughout the budget cycle, which restricts its effectiveness and leaves challenges in the distribution of public resources.
The analysis from the Center for Economic and Budgetary Research highlights that the increase in resources allocated since 2022 is due to increments in programs such as the Benito Juárez Basic Education Scholarships for Well-Being and the PBAM. Despite the actions implemented by the current administration, such as constitutional reforms and the creation of specific programs like Women's Well-Being and the Secretariat for Women, significant challenges persist, such as the establishment of a National Care System that facilitates the redistribution of responsibilities, thereby benefiting the labor and educational development of women.
On the occasion of International Women’s Day on March 8, CIEP analyzed the distribution of public spending from a gender perspective. In its article "Women in the Budget," it highlights the need for a transversal and comprehensive approach in the budget that goes beyond mere allocation of earmarked resources, to ensure that they are directed towards effective policies that contribute to reducing structural inequalities.
