'We have already seen that when there is dialogue, Nuevo León does well. We saw what the maximum the State could access is, but that does not mean it will be requested. We will continue with the dialogue. This budget is built with everyone's opinion; that is why we are holding these work tables, so that together we can see how much should be requested. We will see if, with everyone's opinion, we can reach an agreement,' he added. Regarding financing, Flores Serna explained that during the meeting only the maximum that the State could request was presented, but he emphasized that this does not imply that the Government is going to ask for it. 'There is no minimum: we are going to build it, analyze it, and discuss it.'
