
The Senate of the Republic approved a change to the Law of the Institute of the National Housing Fund for Workers (Infonavit), which includes the creation of a housing construction company. With 67 votes in favor and 35 against, the reform was approved in particular.
Heriberto Aguilar Castillo, senator from Morena, mentioned that the reform will allow Infonavit to begin the consolidation of a subsidiary construction company within 30 days from its publication, with budgetary effects starting January 1, 2025. Among the changes, it stands out that the Management Board will be able to approve the investment budget for housing annually and make contracts, projects, and suppliers public. Additionally, tripartite representation in the Management Board is guaranteed and the general director is given voting rights, who may be appointed by the president and veto decisions.
Dayra Vergara, regional delegate of Infonavit in the State of Mexico, summarized in seven points the key aspects of the reform, among which are highlighted the ability to buy and sell houses, the construction of at least 500 thousand units for low-income people, and equitable representation of workers, entrepreneurs, and government in the relevant bodies of Infonavit. Decisions and programs will also be expedited, and the security of workers' savings will be reinforced to combat corruption.
During the discussion, some senators highlighted that the reform raises concerns about the management of workers’ savings, with divergent opinions on the impact it could have. Some proposals from different sectors were not included in the approved reform, such as the need for external audits for the subsidiary that will be created.
In summary, the Infonavit reform implies significant changes aimed at improving the quality and accessibility of housing, as well as strengthening the transparency and efficiency of the institute's operations.
