In Santa María Ipalapa, in the district of Putla, Oaxaca, Emmanuel P. P. was arrested along with the municipal clerk and two other police officers for the qualified homicide of the former president of the same municipality, Gerardo Santos López.
According to the Oaxaca State Attorney General's Office, the crime against the former mayor occurred on May 11, 2025, while he was driving on Alfonso Caso Street in Ipalapa in the company of other people, when municipal police officers signaled him to stop. He ignored the order and continued, so the officers fired their firearms at them.
The Attorney General's Office reported that the investigations established that the Municipal Police approached the victim and stated that they had received instructions from the municipal president and the municipal clerk to arrest him. Subsequently, a police officer fired his firearm at the victim, causing injuries that led to his death.
Based on these events, the FGEO initiated the corresponding ministerial investigations through criminal intelligence work and, in coordination with the Security Cabinet, deployed a coordinated operation that led to the arrest of the mayor of Santa María Ipalapa; the municipal clerk; as well as A.C.S. and A.H.S., who are elements of the local Municipal Police.
The four officials were transferred to the Oaxaca capital, where their legal situation will be defined in the coming hours.
