As part of the review of the Agreement between Mexico, the United States, and Canada (USMCA), Deputy Alfonso Ramírez Cuéllar proposed the need to center the debate on Chapter 27 of the agreement, dedicated to combating corruption. He emphasized that strengthening the customs system in North America is one of the key priorities. "If we want secure and competitive supply chains, we need strong, transparent, and coordinated customs," said Ramírez Cuéllar. He proposed advancing towards the creation of a Trinational Customs Unit, a mechanism of cooperation between Mexico, the United States, and Canada that would strengthen investigation and control capabilities against illicit networks linked to foreign trade. This mechanism would allow for the exchange of real-time operational intelligence, the investigation of corruption networks related to commercial operations, and the coordination of actions against smuggling, money laundering, and the illegal trafficking of fuels and goods. Ramírez Cuéllar also noted that the review of Chapter 27 is part of the national fight against impunity, particularly in key areas for the integrity of regional trade, such as customs operations, supply chain oversight, and combating smuggling networks. "Combating smuggling and 'huachicol' is also about defending the legal economy, public revenue, and employment," he emphasized.
