Disagreements have arisen in the Nuevo León Congress over a federal reform that the president plans to implement in 2027. The opposition insists on postponing it until 2028, citing economic concerns and the need to coordinate with a new governor.

A leader in the local congress commented on the disagreements regarding the reform, noting that those who left the governance meeting said the reform would be in 2028, while the president says 2027. This is an internal issue that requires agreement. In Nuevo León, the reform may not necessarily take effect until 2028, as it is a federal reform that needs to be discussed. Meanwhile, regarding President Sheinbaum Pardo's Plan B electoral reform, he noted that it is not yet time to discuss the reform until it is approved in the federal chambers. He also pointed out that the Nuevo León Congress is one of the most economical in the country. Despite President Claudia Sheinbaum's push to hold the regular election, judicial election, and her recall vote simultaneously in 2027, the Nuevo León Congress shows no intention of accelerating the president's reforms. According to information from LPO, sources within the opposition are seeking to keep the judicial reform on standby and hold the judicial election until 2028. They are delaying the reform until 2028 to be able to homogenize a decaffeinated project in agreement with a new governor, hoping he will be aligned with the opposition. It should be mentioned that last year they reached an agreement with Samuel García, however, after electoral and budget disputes, the deal fell through. "Regarding the Plan B, we give our full support to the president of the Republic... it has several objectives, which are to have greater citizen representation, greater participatory democracy, but I want to make it clear that the state congresses, in their budget, could be up to 0.70% of the state budget. Nuevo León is at half, so we have a congress that does not spend much compared to other entities, the budget of the local congress is 0.34% of the state budget... it is not spent much compared to other units," he stated.
