In an initial hearing, the judge determined to link him to the process, impose the precautionary measure of formal preventive prison, and set a two-month deadline for the completion of the complementary investigation. A control judge linked to process Ramiro Ulises 'N', alias 'Commander Galindo', identified as the presumed regional leader of the Jalisco New Generation Cartel (CJNG), for his probable participation in the crime of express kidnapping for extortion, reported this Tuesday the Prosecutor's Office of the State of Mexico (FGJEM). The accused was arrested on March 27 during a joint operation by federal and state forces in the municipality of Malinalco, in compliance with an arrest warrant for events that occurred in December 2025. According to the investigations, 'Commander Galindo', along with at least three other people, would have deprived a person of their liberty after intercepting them at a gas station in the municipality of Otumba. Subsequently, they transferred him to a property in the east of the entity, where they allegedly forced him, under threats, to participate in illicit activities. According to the FGJEM, the aggressors would have demanded that he transport narcotics to Tijuana and Baja California, with the warning that if he refused, they would endanger his life and that of his relatives. Following the complaint, the Public Ministry requested and obtained from a judge the corresponding arrest warrant, which was carried out in Malinalco through a coordinated action between the Secretariat of Security and Citizen Protection (SSPC), the Secretariat of National Defense (Sedena), the National Intelligence Center (CNI), the National Guard (GN), the State of Mexico Security Secretariat (SSEM) and the state Prosecutor's Office itself. Ramiro Ulises 'N', alias 'Commander Galindo', is considered a priority target for the authorities due to his presumed participation in various high-impact crimes such as homicide, human trafficking, hydrocarbon theft, crimes against health, and operations with illicitly sourced resources. According to official reports, the accused served as the leader of a criminal cell calling itself 'Operative Delta', with a presence in several municipalities in the east of the State of Mexico, particularly in: San Martín de las Pirámides, Teotihuacán, Temascalapa, Otumba. In these localities, according to the Prosecutor's Office, the CJNG maintains operations linked to extortion, kidnapping, and drug trafficking. The authorities also indicated that, in order to evade the action of justice, 'Commander Galindo' had reportedly changed his residence to the municipality of Malinalco, from where he allegedly continued to order illicit activities. After his capture, he was admitted to a state Penitentiary and Social Reintegration Center.
